Government approves action plan for 2025–2027 to implement state regional development strategy

The Government has approved the Action Plan for 2025–2027, which contains 101 items on the comprehensive restoration of regions: from the reintegration of de-occupied territories to the creation of modern social infrastructure in communities.

The Action Plan outlines specific steps for Ukraine’s restoration and development amid wartime conditions. The document is structured around three strategic objectives: building a cohesive state, enhancing regional competitiveness, and establishing effective governance.

“The adoption of this Plan is a logical continuation and practical implementation of the goals of the State Strategy of Regional Development for 2021–2027. It is a roadmap for Ukraine’s restoration and development over the next three years, which will ensure coordination of efforts across all levels of government to achieve sustainable and inclusive development in every region of our country,” emphasised Deputy Minister for Communities and Territories Development Oleksii Riabykin.

Key directions of the Plan include stimulating territorial development and the reintegration of de-occupied lands, ensuring high-quality public services in education, healthcare, culture, and social protection, as well as social support for war veterans and internally displaced persons.

The Plan provides for the expansion of networks of institutions and services, including the creation of 4,500 safe classrooms in educational institutions, 800,000 square metres of social housing, as well as mental health centres and the establishment of safety centres in communities.

Special attention is given to regional economic development through the creation of new jobs, attracting investments, developing tourism, and implementing digital technologies.

The document was developed to implement the State Strategy of Regional Development for 2021–2027, approved by the Government in 2020 and updated in August 2024.

The Plan spans three years and covers 101 tasks with clear performance indicators, implementation timelines, and funding sources from state and local budgets, as well as international sources.

The approval of the Action Plan for implementing the State Strategy of Regional Development for 2021–2027 is one of the key EU recommendations regarding Chapter 22 “Regional Policy and Coordination of Structural Instruments”.
