Sergii Marchenko discusses financial support and Spanish business involvement in Ukraine’s recovery with Spain’s First Vice-President
On July 16, Minister of Finance of Ukraine Sergii Marchenko met with First Vice-President of the Government of Spain, Minister of Economy, Trade and Business Carlos Cuerpo Caballero.
The parties discussed Ukraine’s current macroeconomic situation, the medium-term financing needs of the State Budget, the implementation of cooperation programmes with the European Union and the International Monetary Fund, as well as the involvement of Spanish companies in Ukraine’s recovery.
Sergii Marchenko thanked Spain for its consistent support for Ukraine, particularly for facilitating the adoption of EU decisions on financial assistance to Ukraine. The Minister also highlighted Spain’s contributions to World Bank mechanisms and its constructive participation as an observer in the work of the Ukraine Donor Platform.
“Spain’s support is an important part of the international coalition helping Ukraine maintain macro-financial stability and finance priority expenditures during the war. The EU’s Ukraine Support Loan of up to EUR 90 billion for 2026–2027 provides the predictability required for budget planning. At the same time, Ukraine’s significant financing needs will persist, making coordinated contributions from international partners critically important,” said Sergii Marchenko.
The participants paid particular attention to recovery financing and the creation of favourable conditions for implementing projects in Ukraine with the participation of Spanish businesses. The Spanish side presented new financial and legal mechanisms to support companies interested in operating in the Ukrainian market.
In particular, Spain has launched a dedicated FIEM-Ukraine financing facility of up to EUR 200 million for projects related to Ukraine’s reconstruction. The parties discussed possible mechanisms for guaranteeing such operations, project selection criteria, and the need to align projects with Ukraine’s public investment management reform and recovery priorities.
The participants also considered opportunities to use public-private partnerships to attract private capital for the reconstruction of transport, energy, municipal and other infrastructure.
Sergii Marchenko welcomed the Ukrainian-Spanish Business Forum held in Kyiv, which brought together around 50 Spanish companies. According to the Minister, direct dialogue between governments, financial institutions and businesses will facilitate the development of new partnerships and the practical launch of investment projects.
Deputy Minister of Finance of Ukraine Oleksandr Kava also participated in the meeting on behalf of the Ministry of Finance.
