On October 1, 2023, a year has passed since Ukraine started applying the NCTS (New Computerised Transit System) internationally. During this period, more than 19,500 shipments initiated by the customs authorities of Ukraine were successfully completed in the countries participating in the Convention on a Common Transit Procedure. At the same time, more than 4,000 operations initiated in other countries party to the Convention were successfully completed in Ukraine.
Work continues to expand the use of NCTS and attract businesses to authorize the use of transit simplifications under the Convention.
Thus, as of today, 85 authorizations for the application of transit simplifications have been granted, including:
37 - for the use of the general guarantee;
1 - for the use of a general guarantee with a reduction of the reference amount by up to 30%;
39 - for the facilities of authorized shippers and consignees;
8 - authorization to use special type seals.
More than 40 more applications from companies are at various stages of consideration.
Since October 1, 2022, 31 general guarantees have been registered in the NCTS guarantee management system, 20 of which are in force as of early October 2023, for an amount of approximately EUR 60 million. In addition, 1,373 individual electronic guarantees have been registered in the NCTS guarantee management system, 1,232 of which are in force for the amount of EUR 66 million.
In addition, cooperation with the customs authorities of other countries has been established within the framework of administrative assistance under the Convention. During the year of international application of the NCTS, almost 300 requests were initiated for the proper completion of the joint transit procedure and more than 300 requests received from customs administrations of other countries were processed.
The State Customs Service continues to provide consultations to both business representatives and customs officials. Since the start of the international application of NCTS, the Common Transit Support Service has processed more than 2,500 inquiries.
