Pulse information system becomes part of state policy: Ministry of Economy, Environment and Agriculture
The Cabinet of Ministers of Ukraine has adopted a resolution “On the implementation of a pilot project on the digitization of interaction between executive authorities and business entities using the Pulse information system".
The Government's decision is a step towards open, transparent, and effective communication between the state and entrepreneurs.
The aim of the experiment is to create a single channel for submitting business requests, monitoring their consideration, and evaluating the quality of decisions made by state bodies.
"We are creating a digital ecosystem of trust between the business and the state. The Pulse is a real step towards a partnership model, where entrepreneurs can quickly influence the regulatory environment, and the authorities can see and respond to problems in real time," said Minister of Economy, Environment, and Agriculture Oleksii Sobolev.
The Pulse system will allow entrepreneurs to submit applications online with a qualified electronic signature, track their status in their personal account, evaluate the quality of resolving issues, and participate in surveys on the business climate.
Expected results are as follows:
- simplification of communication between businesses and authorities;
- reduction of bureaucratic procedures;
- transparency and accountability of responses from state bodies;
- analytics and dashboards for managerial decision-making.
Within the framework of the resolution:
- Ministry of Economy, Environment and Agriculture is the project coordinator;
- State Regulatory Service is the moderator, controlling the quality of responses from government agencies;
- JSC Prozorro.Sales will provide technical administration of the platform;
- All central executive bodies, the Office of the President (by agreement), the Government Contact Center, and the Business Ombudsman Council shall be integrated into the platform.
Duration of the experiment: 2 years.
Start date: January 1, 2026.
