Public investment, budgeting, and EU screening: Denys Uliutin discusses further cooperation with the EU Delegation in Ukraine and EU4PFM experts

On 12 May, a meeting took place at the Ministry of Finance between First Deputy Minister of Finance Denys Uliutin and the Ministry’s team, alongside experts from the EU Delegation in Ukraine and EU4PFM. Participants included Henrik Huitfeldt, Head of Section for Public Finance, Business Support and Social Policies at the EU Delegation to Ukraine, Paulius Strelciunas, Programme Manager for Public Finance Management, Budget Support, and Statistics at the EU Delegation in Ukraine, and Vilius Šapoka, EU4PFM international expert on budget process.

EU representatives are currently on a mission in Kyiv to hold consultations with the Ukrainian Government.

The reform of public investment management, medium-term budget planning, and preparations for screening within Ukraine’s EU integration track were the key topics discussed by the Ministry’s team with European Union representatives.

Denys Uliutin highlighted the consistent support from EU4PFM in Ukraine’s comprehensive EU integration process, particularly in aligning Ukrainian legislation with EU standards across various areas of the Ministry’s responsibility.

“Together, we have already achieved tangible results. However, there is still much work ahead and a packed EU integration agenda. For the Ministry of Finance, the next two years are critical in aligning with EU standards in budgeting, taxation, customs, and combating money laundering. Naturally, we expect that, with the support of our European partners, particularly EU4PFM experts, the Ministry of Finance will succeed in all areas of our responsibility,” said the First Deputy Minister of Finance.

Additionally, the parties discussed the implementation of a new phase of cooperation with EU4PFM, focusing on medium-term budget planning, the establishment of an independent fiscal institution, and the development of a new Public Finance Management Strategy (PFMS).

Vilius Šapoka expressed appreciation for Ukraine’s progress in public finance management despite the ongoing full-scale war, stating that his primary objective during the mission was to listen directly to Ukrainian partners about the challenges they faced and to identify the most effective ways for EU4PFM to support their efforts.

The parties agreed to continue constructive cooperation to strengthen Ukraine’s path towards EU integration.
