Distinguished colleagues, fellow Ukrainians.
We continue the practice of offsite Government meetings. Today we are working in the Chernihiv region.
This is the fifth offsite meeting of the Cabinet of Ministers of Ukraine that we have held in the frontline regions. We can see the challenges and issues that need to be addressed promptly. These include energy, demining, reconstruction, the economy and, of course, security.
The Government actively helps. This year, the Government has allocated UAH 2.6 billion to Chernihiv region for the elimination of the consequences of the war.
Out of this sum, UAH 1.5 billion was allocated for the construction of fortifications. A lot has already been done, and the work is ongoing. After all, high-quality defensive structures mean the safety of our military, the safety of the region and the safety of our country.
More than UAH 355 million was allocated from the fund for the elimination of the consequences of armed aggression for the repair of social facilities and the reconstruction of a water pumping station. The funding has already been transferred and the work has been completed.
Chernihiv region was also allocated over UAH 450 million in targeted subventions.
In particular, UAH 153 million was allocated by the Government to create safe conditions in schools. This is primarily the construction of shelters.
Almost UAH 60 million has been allocated to restore educational institutions that were damaged by the hostilities.
We can see that the recovery in the region is ongoing, but we need to accelerate this process.
Last year we launched a pilot project for the comprehensive restoration of a number of settlements. In particular, these were Yahidne in Chernihiv region, Posad-Pokrovske in Kherson region, Tsyrkuny in Kharkiv region, Trostyanets in Sumy region.
We instruct the Ministry for Communities, Territories and Infrastructure Development to quickly process and immediately allocate UAH 2.7 billion for the comprehensive reconstruction of several settlements.
These funds should be used to restore critical infrastructure, repair and build new residential buildings, kindergartens, outpatient clinics, defence structures and administrative buildings.
I would also like to thank our international partners who help finance Ukraine's reconstruction.
After all, the Government directs all domestic resources, all taxes of citizens and businesses exclusively to the defence capability of our country.

Another topic that is relevant for all regions, especially those near the frontline, is the heating season and energy.
Today we consider an issue of increasing the volume of electricity generation in the Chernihiv region We have a project that will increase such generation by an additional 50 MW, which is a significant resource for the region.
We are negotiating with partners to have the necessary funding.
At the same time, we continues to work on the decentralisation of the power system. Ukraine already has a law stipulating that power equipment is imported free of duty and VAT.
Today we approve a resolution that removes unnecessary restrictions on the import of such equipment. In particular, the customs authorities will no longer need to provide security for the payment of customs duties.
This is a simplification of the procedure to ensure that the necessary equipment for our energy sector is imported to Ukraine as fast as possible, without any delays and additional payments.
Also, we are to adopt a decision to intensify the programme of installing alternative energy in administrative buildings, hospitals and schools.
First of all, we mean solar panels on roofs, as well as the installation of energy storage facilities.
"This is a task for both ministries and all local leaders. We have to reach a level where the maximum number of hospitals, administrative buildings and schools are autonomous.
Finally, one more decision that relates to the urgent needs of the regions.
We authorise the First Deputy Minister of Infrastructure to extend the Agreement with the European Investment Bank for the development of the water supply and sewerage system in Mykolaiv.
The main goal of the project is to provide Mykolaiv residents with a reliable clean water supply.
