    Distinguished colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government of Ukraine.

    One of the 10 priority reforms of our Government is titled "Dignity and Respect". It is a new veteran policy based on respect and support for our veterans. The changes are comprehensive, changes at all levels, starting with the infrastructure of the "first meeting”.

    In the framework of this concept the old bureaucratic system of military medical commissions is going away. We are creating new mechanisms that meet the challenges of the times.

    The reform is not yet complete, there are already first achievements.

    The number of military medical commissions has doubled, and almost 820 civilian hospitals are involved in the examinations of the MMCs.

    An electronic queue has been launched and 45,000 military personnel have already used it.

    We are introducing a principle whereby certificates follow the military. More than 80% of military units are connected to the electronic document management system. The process of issuing a certificate on the circumstances of a defender's injury has also been greatly simplified.

    In parallel with the changes in the MMC, the reform of medical and social expert commissions continues. It envisages the introduction of an international classification of a person's health and needs. These are updating service packages in the social, medical, rehabilitation, educational, employment sectors. This includes digitalization.

    The changes we are making now are only possible if the economy and public finances are stable.

    Ukraine will soon complete the third quarter of the financial year. Throughout this time, we have been maintaining macro-financial stability, accumulating internal and external resources, providing for the army, fulfilling social obligations, and rebuilding the country.

    In January-August this year, the general and special funds of the state budget has accumulated UAH 1.6 trillion.

    This includes taxes, excise duties, customs duties, and grants from international partners. I am grateful to all Ukrainian entrepreneurs and companies that underpin our economy. Every hryvnia you pay is our defence resource. It is a contribution to our future victory

    The Government will adopt the draft state budget for 2024 by September 15. Its preparation has reached the final stage. The number one priority - just like this year - will be the security and defence sector. Equipment, weapons, drones, missiles, ammunition - all these are of utmost importance to us.

    The second focus of the budget is the salaries of doctors, teachers as well as social payments. We are planning a two-stage increase in the minimum wage next year. We are also planning to index pensions, subsidies, assistance to IDPs and other payments will be financed.

    The third priority of the state budget is recovery. It is important for us to continue and complete the reconstruction projects that have already been launched, as well as to initiate new ones. russia will continue to attack civilian infrastructure, including energy infrastructure. Therefore, a rapid recovery will remain relevant next year.

    We rely on the continued solidarity of our partners, especially the European Union and the United States. Your assistance is an investment not only in Ukraine but also in global security.

    For our part, the Government is actively working on the Ukraine Plan for the Ukraine Facility programme launched by the EU. It gives us access to EUR 50 billion in support over four years. This includes grants and loans for reforms, funds to attract new investors, and technical assistance.

    The Interagency Working Group coordinates the work, while specialised groups develop specific blocks of the Plan, and sectoral groups with the participation of business prepare recommendations for the development of strategic sectors of the economy.

    We are acting systematically and in a coordinated manner. And we will soon have positive results.
