    Distinguished colleagues, fellow Ukrainians!

    We start a session of the Cabinet of Ministers.

    Today, Ukraine has experienced another russian combined missile attack. Kyiv and its region, Kharkiv, Dnipro and Sumy regions came under fire.

    Traditionally, the aggressor targeted civilian objects. Unfortunately, there were hits, including in residential buildings, with casualties and injuries. Our sincere condolences to the Ukrainians who have lost their loved ones.

    russian terrorism will not remain unpunished. We will definitely retaliate against the enemy and restore everything that has been destroyed.

    Our defense forces, the President, the Government, the Parliament, and local authorities are making every effort to do so.

    At every Cabinet meeting, we adopt decisions that strengthen our defence.

    Recently, we have earmarked a record UAH 17.5 billion for the construction of fortifications and directed UAH 792 million for the urgent needs of military units.

    I want to remind that last autumn, the executive and legislative branches of government made an important decision to redirect the personal income tax paid by our military from community budgets to the special fund of the state budget.

    Thus, this year we have received additional resources - plus UAH 51 billion for the development of the defence industry and more than UAH 43 billion for the production of drones.

    Meanwhile, it was decided that 10% of the military personal income tax will be sent directly to military units. tHence, today we ransfer UAH 9.6 billion of military personal income tax to the defence and security forces for the for the procurement of weapons, equipment, ammunition, and protective equipment.

    As for communities, their financial capacity has not been affected.

    In 2023, they received UAH 43.8 billion more to their budgets compared to the year before.

    The state has also provided about UAH 184 billion in transfers to the local level.

    We will continue to help communities finance their priority needs, as well as provide additional support where the losses from russian aggression are most severe.

    Another key initiative to help those in need is the establishment of Resilience Centers.They provide social services, counselling as well as social and psychological assistance.

    This is part of the All-Ukrainian Mental Health Programme initiated by the First Lady of Ukraine, Olena Zelenska.

    In the future, each community should create such a space. The state provides funding for the service, while local authorities provide premises and organise the work of the centres. The pilot project is currently being implemented in five regions.

    Today we are to approve the Procedure for the organisation and functioning of such Resilience Centres.

    We are establishing the criteria of accessibility, inclusiveness, and barrier-free access for these institutions. As well as security - each centre must be equipped with its shelter.
