    Dear colleagues! Fellow Ukrainians!

    We are starting a regular meeting of the Government.

    Today, we are focusing on the energy sector, which is being systematically attacked by the enemy.

    In Mykolaiv, russia attacked a thermal power plant to provoke a humanitarian catastrophe. This put the lives of tens of thousands of people at risk.

    Thanks to the efficient work of power engineers, heat supply in the city has been restored and the temperature in residents’ homes is gradually returning to normal.

    The shelling of gas production and distribution facilities continues. We are doing everything to ensure that we have enough gas to get through and complete the heating season.

    russia has once again resorted to terrorism against nuclear facilities. The drone attack on the Chornobyl NPP shelter is an attempt to intimidate Ukraine, Europe and the world.

    Currently, there is no radiation threat, work is underway to eliminate the consequences of the attack.

    Today, the Government is allocating over UAH 1.5 billion to maintain the safe condition of the Chornobyl NPP shelter. We are increasing funding by 139 million compared to 2024.

    We are also making an important decision that will allow us to attract a EUR 400 million loan from the European Investment Bank. These are, in particular, funds for energy-efficient reconstruction.

    At the same time, we continue to stimulate the development of decentralised generation through concessional loans for individuals and businesses.

    Over UAH 13 billion was provided by banks to entrepreneurs in the form of loans for the installation of solar panels, wind turbines, gas turbines, gas piston plants, and other equipment. Ukrainians also received energy loans worth over UAH 730 million. All this will allow us to increase capacity by approximately 530 MW.

    The energy sector remains one of the recovery priorities for this year.

    Another key area is the restoration of housing for Ukrainians.

    In total, the state has compensated Ukrainians UAH 18 billion for damaged and destroyed housing under the eVidnovlennia programme. 90,000 families have restored or purchased new homes.

    We are now actively working on new sources of funding for the restoration of housing.

    We have also launched a separate property compensation programme for internally displaced persons. The Government has allocated UAH 15 billion for this programme. Thus, 10,000 families will receive a resource for the purchase of property.

    So far, more than 50 families have purchased new homes in this way, and 2,500 have applied for funds.

    Another decision we are making today is to allocate UAH 460.5 million in subventions to local budgets for the construction of shelters in schools and military lyceums.

    The funds will be allocated to seven regions and 18 communities. We look forward to seeing them used effectively.

    In total, the Government has allocated UAH 6.2 billion for the construction of safe learning spaces in 2025. In addition, last year’s grants and subventions of UAH 7.5 billion are being implemented. Together, this will allow us to build more than 200 shelters.

    The Government is clearly setting other priorities in its work for 2025.

    We are approving the Government Priority Action Plan, which contains almost 400 steps in the areas of responsibility of all ministries and agencies.

    These include our commitments to our partners under the Ukraine Facility programme, the IMF cooperation programme, and our European integration track.

    We have defined responsible deadlines and approved clear indicators by which we will evaluate the results.
