Distinguished colleagues, fellow Ukrainian citizens
This year, supporting and developing the economy remains one of the primary objectives of the Government.
Thanks to a functioning economy, the Government can finance the army, increase weapons production, help those most in need and rebuild our country.
Thus, in 2024, the general fund of the state budget received UAH 2 trillion 177 billion. UAH 271 billion was paid in corporate income tax alone.
All this would not have been possible without Ukrainian business.
I am grateful to every entrepreneur who continues to work, saves jobs, pays taxes, supports the army, believes and invests in Ukraine.

Further growth of exports and investments is among the top priorities in economic policy for this year.
In 2024, we have actually reached pre-war trade figures. Ukraine exported almost 130 million tonnes of goods worth more than USD 41 billion.
Such volumes were made possible thanks to the Ukrainian Sea Corridor and the work of ports, which handled more than 97 million tonnes of cargo in 2024.
Our goal in this area is to reduce exports of raw materials and increase exports of processed products. One of the key principles of the Made in Ukraine policy is this.
Today, we have several decisions on the agenda aimed at implementing this policy.
Thus, the Cabinet of Ministers submits to the Verkhovna Rada a draft law on the introduction of the concept of an ‘eco-industrial park’. This will be an innovative format of industrial sites where businesses will use alternative energy sources, take a rational approach to waste management and optimise the use of water resources.
The state will provide support in the form of tax benefits and financing for the construction of engineering and transport infrastructure.
Moreover, the Government shall adopt a decision to create another industrial park to be located in the Kyiv region. This site will create 1,500 new jobs and attract more than UAH 1 billion in investments.
Following this decision, there will be 100 industrial parks in operation in Ukraine.

Apart from that, we keep implementing successful programmes that help businesses and contribute to the economic recovery of the country.
More than 23,000 non-refundable grants have already been issued under the eRobota programme, with 11,000 grants issued in 2024. These are tens of thousands of new jobs. Billions of hryvnias of taxes paid to the central and local budgets. The programme will operate this year as well.
Almost 15,000 mortgage loans worth over UAH 24 billion had been issued under another programme, eOselia.
The Government has endorsed a decision to allocate another UAH 20 billion this year for the implementation of the programme so that as many Ukrainians as possible can buy their housing.
As before, priority will be given to the military, veterans, doctors and teachers.

This year, we continue to deliver the Winter ePidtrymka initiative.
More than 11 million applications have already been received for obtaining UAH 1,000 under the Winter ePidtrymka programme. More than 8 million Ukrainians have already benefited from the programme.
In January, this year, the payment of the ‘Teacher's Supplement’ will begin. Each teacher will receive an additional UAH 1,000 in cash to their salary every month, and from September this amount will amount to UAH 2,000.
As part of the Winter ePidtrymka, we are also pursuing the eKnyha (eBook) initiative. We have now more than 56,000 applications from those who turned 18 in 2024.
Also, this month, another Winter ePidtrymka programme will be launched - accepting applications for rental subsidies for internally displaced persons. This will help thousands of citizens in this difficult time.
