
Statement by Prime Minister of Ukraine Denys Shmyhal at a Government session
Distinguished colleagues, fellow Ukranians.
A strong pro-Ukrainian coalition in the world is the key to our victory and Ukraine's recovery. That is why last week we paid an important and productive visit to Canada and the United States. Two of our strategic partners. The backbone of the pro-Ukrainian coalition. Our allies have confirmed their words that they will support Ukraine for as long as it takes. Until our complete victory.
We also have tangible results that will make our country stronger.
First, we received confirmation that the new programme with the IMF is part of a long-term support programme totalling USD 115 billion. These are funds intended to ensure the stability of our economy and financial system.
Since 24 February last year, the United States has provided us with USD 15.5 billion in budget support. We have received assurances from the United States Secretary of the Treasury about additional financial assistance until September.
We also spoke with the German Federal Minister of Finance about the intentions to allocate an additional EUR 3.1 billion. France plans to provide EUR 2 billion in long-term financing. Denmark is creating a EUR 1 billion Special Fund to support Ukraine. Switzerland is allocating CHF 1.8 billion for the coming years.
Separately, we have reached an important agreement with Japan. In addition to the long-term support programme, Japan is the first country to make a contribution of USD 23 million to cover military risks in investments in Ukraine. This is a contribution to MIGA, which will allow us to return private foreign investment much more easily. In the United States, we also signed a memorandum with DFC and USAID to support the mobilisation of investments in Ukraine for the implementation of priority recovery and development projects.
One of the key topics of discussion during this visit was the Ukraine Recovery Plan. This recovery begins this year, and we need to mobilise USD 14.1 billion for the relevant projects. We received assurances from United States Secretary of the Treasury Janet Yellen about the disbursement of USD 1.5 bn for rapid recovery and USD 800 mln for energy sector.
World Bank will become one of the key partners in Ukraine's recovery. We have agreed to intensify joint thematic programs to ensure our country rebuilds right now.
In the energy sector, this is the USD 500 million REPOWER project. Last week in Washington, we signed an agreement for the first USD 200 million to restore our energy and heating systems in Ukrainian cities.
In the field of transport infrastructure – the RELINC project. The programme budget is USD 585 million.
In the field of healthcare and hospital rehabilitation - the HEAL Ukraine project. The total resource of the program is USD 368 million.
In addition, we have agreed with the World Bank Group on a Special Program to respond to the challenges and restore Ukraine. Through this program, Ukraine will attract up to USD 6 billion in additional financing from the IBRD. These funds will be used to restore critical, social and transport infrastructure. Now we expect the program to be approved and launched this year.
We have on the agenda a decision to continue the project with the European Investment Bank to restore Mykolaivvodokanal. This will help to improve the water supply and sewage system in the city, especially in the context of the destruction caused by russian terrorists.
The second decision we are to endorse today necessary to launch recovery – an Agreement with Citibank that will allow Ukraine to receive EUR 31 million to rebuild six bridges and overpasses. these are projects in the Kyiv region that will improve logistics and facilitate the return of life to the de-occupied territories.
The task of the Deputy Prime Minister for Recovery, the relevant agency, local administrations is to ensure that all these resources that we attract and mobilize are used effectively and transparently. All projects should be implemented quickly. We expect the results this year.
During our trip, the United States imposed sanctions against rosatom's structures. In addition, the United States, Canada, Japan, the United Kingdom, and France agreed at the G7 Summit to intensify efforts to isolate russia in the nuclear energy sector. russia must be removed from the nuclear fuel supply chain. We are grateful to the partners, in particular Japan, which currently holds the G7 presidency, for the right step.
At the same time, Ukraine is strengthening its energy independence. During our visit to Canada, the state-owned Energoatom company and the Canadian company CAMECO signed an agreement that became the final stage of the implementation of the programme for the use of Ukrainian uranium in the production of nuclear fuel for Ukrainian NPPs. We refused to purchase nuclear fuel from russia, and this agreement with Canada would provide Ukrainian NPPs with resources to continue their operation.
Also during our visit, Canada announced a new military support package that includes assault rifles, machine guns and 2.4 million rounds of ammunition. In addition, all 8 Leopard 2 battle tanks promised by Canada for Ukraine have already arrived in Poland.
We are getting stronger. We make everything possible for Ukraine's victory.
