    Distinguished colleagues! Dear Ukrainians!

    We are starting a regular meeting of the Government.

    Rapid recovery is one of the priorities of the Government. There are only a few months left before the start of the heating season, so it is crucial to accelerate in all areas.

    Housing comes first, as it is a basic need. Today, together with Deputy Prime Minister Mykhailo Fedorov, I visited Irpin and Gostomel in Kyiv region. These towns, as well as Borodyanka and Dmytrivska community, are participants in the project to rebuild damaged residential high-rise buildings. 18 buildings will be rebuilt for 4,500 people.

    The project is funded by money raised on the UNITED24 platform. I am grateful to all the benefactors who stand in solidarity with Ukraine and help.

    We are finalizing the formation of a compensation system under the eVidnovlennia (eRecovery) program. We are already paying out funds for home repairs under the eVidnovlennia program. Payments worth UAH 389 million have been approved for 4,800 Ukrainians.

    A new stage of compensation for destroyed housing starts today. The service is digitalized and the application is submitted through the Diia. A person receives a certificate that allows him or her to choose a new home. The Ministry for Communities, Territories and Infrastructure Development and the Ministry of Digital Transformation will further communicate all the peculiarities of the mechanism. It is important that we now cover all people whose housing has been affected by the war in one way or another.

    Amendments expanding the eOselia (eHousing) affordable mortgage lending program came into force today. All citizens who do not have their own housing larger than the standard area can now apply for the program. Loans will be issued at a preferential 7% interest rate.

This is an outstanding program for people and for economic recovery.

    Another basic need is quality medical services. More than 750 medical facilities in different parts of Ukraine have been fully or partially reconstructed. Most of them are in Mykolaiv, Dnipro, Kyiv, Kharkiv and Chernihiv regions. The enemy is destroying Ukrainian hospitals, but we will restore them. The goal is not just to regain what we had, but to make a qualitative step forward in medicine after our victory.

    One more priority of recovery - the transportation system. A strategically important bridge over the Zdvyzh River, which is part of a major route to the border with Poland, has been restored near Borodianka. Now we have the third bridge facility to be overhauled in the Kyiv region.

    The other basic need is light and heat in every home. For this purpose we are preparing for winter season and restoring energy: generation, distribution networks, thermal power plants, CHP, boiler houses. By December, it is planned to add 2.9 GW of capacity to the power system.

    Simultaneously, we protect the facilities from enemy attacks to the maximum extent possible. One of the ways to protect energy facilities from enemy attacks is to decentralize generation. Its mobility is a guarantee of security. russian terrorists will primarily attack static large power plants, while mobile small facilities will be more difficult to hit.

    Today the Government is to simplify procedures for the installation of mobile gas turbine power generating units and related infrastructure. We also remove bureaucratic obstacles to the installation of overhead power lines and substations. This will accelerate energy recovery and create a stronger, less vulnerable system.

    One more recovery priority is logistics. First of all on the western border. Our aim is to maximize the capacity of the routes. They are the only reliable arteries for Ukrainian exports amid the blockade of the Black Sea ports

    A week ago, one of the longest temporary bridges across the Prut River on the border with Romania was opened. It was built to replace the emergency one. This significantly improves the logistics to the checkpoints on the border with the EU.

    Crossing the border should be as convenient as possible. For this purpose the state is developing the eCherha (eQueue) system, already operating for trucks. Now it will be operating for shuttle buses. Since yesterday the service is available in test mode at the Ukrainian-Polish border checkpoint Yahodyn-Dorohusk. Bus drivers need to register in the system and arrive at the border at the time specified in the route. Testing the service will help eliminate shortcomings. After that, the service will be available on the entire western border.

    Last but not least. The Government continues to expand the network of industrial parks. It already includes 64 industrial sites with ready-made utilities and tax benefits. We are adding another one in the city of Perechyn in Zakarpattia region. This site will create 745 jobs in the processing industry.

    We continue to work for our victory, for the consolidation of Ukraine, for the reconstruction and for further growth.
