  • Ukraine Recovery Programme: Government distributes subvention for implementation of 83 projects in 10 regions

    The Government has allocated subventions from the state budget to local budgets for the implementation of projects under the Ukraine Recovery Programme in line with the Financial Agreement between Ukraine and the European Investment Bank (EIB). It amounts to EUR 340 million to be directed to the restoration of social and critical infrastructure in 10 regions. The relevant decree was adopted at the meeting of the Cabinet of Ministers of Ukraine on December 6.

    Within the framework of the Ukraine Recovery Programme, it is planned to implement 83 projects for the rebuilding and construction of infrastructure facilities that ensure a normal life in hromadas (communities) in the de-occupied territories of the Zhytomyr, Kyiv, Sumy and Chernihiv regions, as well as in the Vinnytsia, Dnipropetrovsk, Kirovohrad, Odesa, Poltava and Cherkasy regions, which are the hubs. The subvention funds in the first selection will be used, in particular, for the restoration of schools, kindergartens, hospitals, CASPs, heat, water supply and sewage facilities. It is important that the restoration should be carried out taking into account the requirements of barrier-free environment and energy efficiency.

    In total, 1,003 projects were submitted for participation in the first selection from local self-government bodies, local executive authorities/executive bodies of rural, settlement, city councils of territorial communities.

    At the first meeting of the Expert Working Group on Initiation, Preparation, Support and Implementation of Joint Projects with the EIB within the framework of the Ukraine Recovery Program, it was recommended to include 83 projects in the list to the tune of about UAH 4.7 billion at the expense of the subvention, namely

    Zhytomyr region - 6 projects,

    Kyiv region - 30 projects,

    Sumy region - 2 projects,

    Chernihiv region - 3 projects,

    Vinnytsia region - 8 projects,

    Dnipropetrovsk region - 8 projects,

    Kirovograd region - 3 projects,

    Odesa region - 11 projects,

    Poltava region - 11 projects,

    Cherkasy region - 1 project.

    It should be noted that the Ukraine Recovery Program is a continuation of the Emergency Loan Program for the Reconstruction of Ukraine, which was signed in 2014 to attract EUR 200 million and was the first experimental program to combine a loan for Ukraine and non-repayable funds for local executive authorities and local self-government bodies.
