At the initiative of the President of Ukraine Volodymyr Zelenskyy, the Government has already developed programs to support people and business and expresses readiness to work with the Parliament to launch their full operation. Prime Minister Denys Shmyhal emphasized during a regular meeting of the Cabinet of Ministers of Ukraine on November 25.
The Head of Government stressed that in the case of intensified quarantine, the support of people and businesses is a necessary step, which all branches of government should approach with a sense of maximum responsibility.
"What exactly is offered in these support programs? The first is assistance to natural persons-entrepreneurs and employees, whose sphere of activity may be closed due to possible quarantine restrictions. Employees and sole proprietors will be able to receive financial assistance in the amount of UAH 8,000," said Denys Shmyhal.
According to the Prime Minister, it is estimated that more than a million Ukrainians will be able to use the program if the quarantine is strengthened, and the total amount of expenditures in this area will make up UAH 10 billion.
"If intensified measures are introduced due to the aggravation of the pandemic situation, a job preservation program is also planned. Employers will be able to receive up to UAH 8,000 in one-time financial assistance for each employee whose working hours have been reduced or will be reduced as a result of the introduction of such measures," the Head of Government said.
Moreover, Denys Shmyhal noted that companies that stop working in case of strict quarantine will receive compensation for the cost of paying a single social contribution for employees.
"Almost UAH 1.5 billion will be planned for about 120,000 legal entities. In addition, almost 200,000 natural persons-entrepreneurs of the first group will be exempted from paying taxes and fees, including USC (unified social contribution – ed.), during such quarantine restrictions," the Prime Minister stressed, adding that all these programs would be submitted to the Verkhovna Rada.
In addition, the Government, during the meeting, decided to introduce additional tools to support people and businesses, which had operated during the quarantine in the spring.
"Today we are deciding to continue paying child benefits to private individuals who are forced to limit their work due to quarantine. That is, when children under 10 are living in the family of the entrepreneur, the state will help with their provision. Approximately UAH 2,000 will be paid for each child, " Denys Shmyhal stressed.
The Head of Government added that all applications submitted in May-August under this program will be extended automatically. And the total funding for Ukrainian families under this program by the end of the year will amount to almost UAH 1 billion.
The Cabinet of Ministers also supported the decision to provide state guarantees on a portfolio basis for loans to small and medium-sized businesses. According to the Prime Minister, it is about an additional UAH 5 billion, which will be used to reduce the cost of loans for a larger number of companies.
"It is proposed that the state guarantees up to 80% of the body of the loan that the entrepreneur takes from the bank. It should also promote more affordable lending. The term of such guarantees can be between 1 to 10 years. That is, we are fulfilling the promise that small and medium-sized businesses in Ukraine will have access to "cheap money", summed up Denys Shmyhal.
