The Government of Ukraine submitted to the Verkhovna Rada draft 2019 state budget and triggers a serious budget debate, which aims to take a critical step towards further strengthening the economy and the development of the state. Prime Minister of Ukraine Volodymyr Groysman announced during A Question Time in the course of considering of the state budget in Parliament.
"Yet again, we are starting a serious and complicated discussion in time - the drafting of the budget for 2019. The Government embarked on forming the budget taking into account the macroeconomic forecast, which is the basis, but not component of the budget, and we have shaped the budget guided by the principle that revenues and expenditures must be balanced", said Volodymyr Groysman.
The PM emphasized that the draft budget contains clear priorities - growth of the economy, financing of the army, maintaining the growth of social standards and solving the problem of accumulated debts.
"We have a major problem - servicing external debts. This is a challenge for the Ukrainian state. Therefore, the budget for 2014, 2015, 2016, 2017, 2018, 2019, 2020 and the subsequent years will have to atone for the sins of the past", said the Prime Minister.
According to Volodymyr Groysman, among the options to settle this situation is the adoption of bills enabling to increase the volume of investment in the economy and strengthen the industrial potential. "There are still a number of systemic changes to be brought about to enhance trust in Ukraine", the Head of Government added. "And we must protect the economy from poor decisions that can quickly spur it, and then provoke the slump."
The same applies to distribution of resources and unjustified increase in expenditures, opines the Head of Government. "We bear responsibility for the country. Bold statements would never make Ukraine stronger. We have to be aware of that", urged Volodymyr Groysman. "Let's fight for how people will live in our country."
The Prime Minister stressed that the three components of the state's development, as he sees that, are a strong army capable of rebuffing the aggressor, a sound national economy and promoting the democratic values through the responsibility of authorities at all levels.
"We have to pass on our state to future generations as a better and stronger country. Let's put our petty ambition aside. I urge everybody to be honest, speak frankly. We are staring the budgeting process. I am asking you to establish a new tradition of responsible, anticipated work avoiding populism or being guided by the upcoming election. The mission of making Ukraine stronger does not separate us, but on the contrary", summed up Volodymyr Groysman.
