More than 500 IDP families to receive preferential mortgage loans under the Housing for IDPs program: the selection process begins
The 26th selection round for participants in the “Housing for IDPs” program is now open—this is an opportunity to receive a preferential mortgage loan. The recentt tranche of EUR 25 million from the Council of Europe Development Bank (CEB) will provide funding for over 500 families.
The relevant tranche has already been transferred to the State Fund for Youth Housing Construction. The funds were received under the Framework Loan Agreement between Ukraine and the Council of Europe Development Bank, signed on May 26, 2025, with the support of the Ministry for Communities and Territories Development of Ukraine.
The total amount of funding is EUR 50 million.
The selection will take place on May 14, 2026, at 3:00 p.m. and will be streamed online.
Winners will be selected using a standard random computerized selection method via the RandomPicker.com service, as agreed upon by the project’s international partners.
Winners will receive access to preferential mortgage loans under the following terms:
- 3% annual interest for a term of up to 30 years;
- living space—up to 52.5 m² for a family of 1–2 people and an additional 21 m² for each subsequent family member;
- The housing must have been completed no more than 50 years ago or renovated no more than 35 years ago;
- The housing must not be located in temporarily occupied territories or in areas of active hostilities.
IDPs may participate in the program if they:
- do not own housing in territory controlled by Ukraine;
- have not previously received state compensation or preferential housing loans (except in cases where the housing is located in a temporarily occupied territory or in a combat zone);
- can confirm their ability to repay;
- consent to a credit history check.
Background information
Selection is carried out in accordance with the Procedure for Preferential Mortgage Lending to Internally Displaced Persons using grants and loans provided by international financial institutions, international organizations, and foreign states, approved by Resolution of the Cabinet of Ministers of Ukraine No. 451 dated April 28, 2021.
Previously, the Council of Europe Development Bank endorsed the report on the allocation of the first tranche of the “Housing for IDPs” program. The Bank’s letter states that the first tranche is considered fully allocated and confirms continued support for the project’s implementation. Thus, international partners have officially acknowledged the transparent and effective use of funds directed to the IDP preferential housing loan program.
Using the first tranche of EUR 25 million, which Ukraine had received in October 2025, the State Agency for Youth and Housing provided 504 preferential mortgage loans to internally displaced persons.
