eOpora, a single website with government assistance programs and advice for preparing for winter 2026/27, launched

Work continues under the Winter Support initiative to ensure that the necessary support remains stable and accessible for the public, communities and businesses.

Russia continues to attack Ukraine's energy, gas and heating infrastructure. The scale and nature of the attacks pose serious risks to a stable energy supply. The situation may vary from region to region.

The state is preparing systematically for the heating season: strengthening the resilience of energy, gas and heating infrastructure, building up the necessary reserves, supporting communities, ensuring the readiness of Points of Invincibility and implementing assistance programs. Communities, institutions and businesses are taking the necessary steps to prepare for winter.

At the same time, it is important that citizens also know what support is available to them, where to get it and what to do in the event of temporary disruptions to infrastructure. To this end, the Government has launched eOpora, a single website with current assistance programs, practical recommendations and up-to-date contacts.

The website brings together current state and regional assistance programs, practical advice and official contacts to help households and businesses prepare for winter 2026/27. Visit the site, check what support is available to you and use the practical tips. The site helps you quickly find information by category, need and region.

Which programs are available?

For households:

- Winter Support for frontline regions – a one-time cash payment of UAH 19,400 to vulnerable households in frontline areas.

- Gas consumption metering – replacement of gas meters with next-generation devices.

- Household Energy Support – a concessional loan for purchasing and installing energy equipment for private homes. Up to UAH 600,000 at 0–7%.

- Housing and utilities subsidy and solid fuel subsidy – state assistance to households for paying for housing and utility services and solid fuel, depending on family income.

- Housing and utilities benefits – compensation for the cost of housing and utility services, solid fuel and liquefied gas for designated categories of beneficiaries, including military personnel, persons with combatant status, persons with disabilities as a result of the war and families of the fallen.

- SvitloDIM – grant support for condominium associations (OSBB), housing and service cooperatives and managers of apartment buildings to purchase equipment that makes a building energy independent. UAH 100,000–300,000 per building; total budget of UAH 800 million; recipient co-financing of no more than 10%. Available in Kyiv, Kyiv region, Kharkiv and Kharkiv region, with expansion to Sumy and Dnipro planned.

- Tips on connecting energy-independent internet / xPON – a map and details on connecting home internet via fiber-optic networks.

For businesses and entrepreneurs:

- 0% loan for energy equipment – concessional loans for sole proprietors and small and micro businesses to buy generation equipment. Up to UAH 10 million for up to 3 years.

- 5–7–9% loans for cogeneration – concessional lending to businesses for purchasing and installing cogeneration units. Up to UAH 250 million for up to 10 years.
