Entrepreneurs secure over 15,200 concessional loans worth UAH 47.6 billion since start of 2025 under Affordable Loans at 5-7-9% programme
Since the beginning of 2025, businesses have obtained 15,252 concessional loans under the Affordable Loans at 5-7-9% programme, totalling UAH 47.6 billion. From the programme’s launch in February 2020, businesses have secured 119,700 loans amounting to UAH 413.6 billion. Last week alone, Ukrainian entrepreneurs received 449 concessional loans worth UAH 1.1 billion.
“The Affordable Loans at 5-7-9% programme has become a cornerstone of support for small and medium-sized enterprises during wartime. It enables entrepreneurs to invest in growth, preserve jobs, and launch new production facilities despite challenging conditions. This is a tangible boost for the growth of the real economy,” said Andrii Teliupa, Deputy Minister of Economy.
Since the start of the year, the programme has seen the highest loan allocations in the following areas:
- UAH 13.2 billion for processing industries;
- UAH 12.2 billion for investment loans;
- UAH 10.9 billion for lending in high-risk war zones.
The most frequently financed enterprises operate in processing industries, agriculture, and wholesale and retail trade.
Among regions, Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava, and the city of Kyiv lead in the total value of loan agreements signed.
Currently, 46 banks participate in the programme, with PrivatBank issuing the most loans since the programme’s inception (55,400), followed by Oschadbank (18,200) and Ukrgasbank (6,500).
Background
The Affordable Loans at 5-7-9% programme is a key component of Ukraine’s Made in Ukraine policy to support domestic producers. It aims to stimulate micro-, small, and medium-sized businesses by reducing the cost of credit through state compensations or guarantees.
The programme is implemented through the Business Development Fund and authorised banks.
