Institutionalization of gender approaches in the educational process of higher education institutions in the security and defense sector of Ukraine (hereinafter - SDS) is an important area of implementation of state gender policy by SDS institutions, defined in the National Action Plan aimed to implement UN Security Council Resolution 1325 "Women, Peace, Security" 2025 (item 8) and the Annual National Program under the auspices of the NATO-Ukraine Commission for 2021 (objective 2.1.2). The aforesaid activity is directly in line with the Action Program of the Government of Ukraine on gender mainstreaming in all programs, policies and regulations (item 1.3).
During 2020-2021, Guidelines on Integrating Gender Approaches in Training Specialists for the Security and Defense Sector of Ukraine were prepared under coordination by the Deputy Prime Minister for European and Euro-Atlantic Integration Olha Stefanishyna, with the participation of the Government Commissioner for Gender Policy Kateryna Levchenko, specialists of the Office of the Government Commissioner for Gender Policy, the Government Office for the Coordination of European and Euro-Atlantic Integration of Ukraine, academic staff from 11 higher educational institutions in the security and defense sector (hereinafter - HEI SDS) with the technical support of the UN Women. From 19 to 27 July 2021, two-day online trainings were held for about 100 educators of the HEI SDS.
The implementation of the Methodological Recommendations is part of a comprehensive approach to European and Euro-Atlantic integration in national policy and is based on practical steps regarding the necessary components of the process as well as a certain algorithm of actions to launch it.
The Methodological Recommendations cover the fundamental issues of the theory and practice of integrating gender approaches into the educational process of higher educational institutions in the security and defense sector of Ukraine; contain the essence, structure, content, forms and methods of introducing the gender component in various types of daily activities; propose a unified approach to gender equality and provide practical recommendations for its use.
They are intended for educators, specialists, scientists and a wide range of experts in the security and defense sector of Ukraine.
