Ministry for Veterans Affairs of Ukraine, posted 10 November 2025 10:26

The Cabinet of Ministers of Ukraine has approved a resolution to launch a pilot project that will provide veterans with personalised assistance and care after rehabilitation as they return to full life.

The project was drafted by the Ministry for Veterans Affairs to support those who sacrificed their health defending our country.

It focuses on personalised assistance and long-term support and includes:

  • post-rehabilitation support to ensure sustainable recovery after the main course of rehabilitation;
  • training in self-care skills and the basics of personal care to minimise dependence on outside help;
  • advice on adapting housing, transport, and workplaces;
  • creating conditions for the active participation of veterans in community life and promoting employment;
  • training family members on the specifics of veterans' lives after injury and the rules for providing them with assistance.

The package will include a complex of mandatory and optional services.

Mandatory services:

  • preparation of an individual capacity-building plan tailored to individual needs;
  • assistance from a rehabilitation specialist;
  • training in self-care, independence and basic personal care skills;
  • training in methods for creating an accessible, safe and ergonomic functional environment at home, at work and in public places;
  • psychological assistance.

Optional services will be provided based on individual needs and may include:

  • services of a dietitian;
  • services of a speech and language therapist;
  • services for the diagnosis and treatment of sleep disorders, etc.

Services will be provided both separately to veterans and accompanied by a family member.

After being wounded, veterans may face not only the physical consequences of their injuries, but also psychological challenges, changes in their usual lifestyle and the need to adapt to civilian life. That is why the Ministry for Veterans Affairs is working to create comprehensive support that ensures the restoration of a person's physical, psychological and social condition.

We will provide additional information on the conditions for receiving habilitation services.
