Parents of children with disabilities can now obtain deferment through Reserve+ app: Ministry of Defence
The Reserve+ app for individuals liable for military service has introduced a new option for parents of children with disabilities to obtain deferment — transparently, quickly, and without paperwork or queues.
The system automatically verifies information in the state registers, and users receive the result directly on their smartphones.
Eligible applicant categories include:
- Biological parents of a child with a disability under 18 years of age;
- Biological parents of an adult child with a disability (of Group I or II);
If both parents are liable for military service, each of them may separately apply for a deferment through Reserve+.
The key requirement is that the established disability record must be valid and recorded in the information systems of the Ministry of Social Policy, Family and Unity of Ukraine.
How to submit a request through Reserve+
First, update the app to the latest version in App Store or Google Play (it’s recommended to enable automatic updates).
- Log in to the application.
- On the main screen, tap the three dots → select “Request a Deferment” → choose the required deferment type.
- Submit your request and wait for a notification with the result.
If a deferment was not granted
The system may deny a deferment request, usually due to missing or incomplete data on the child or their disability in the state registers.
The data can be updated online via the Electronic Cabinet for a Person with Disability. If your child is not yet registered in the system, you need to register them first.
The data may also be updated through authorized institutions. A refusal notice in the application will specify where to apply — to the nearest Administrative Services Center (ASC), the Social Protection Authority (SPA) at the place of residence, or the Pension Fund of Ukraine (PFU).
If you are advised to contact the SPA or ASC, please note that it is usually faster to do so at the SPA, as its specialists have the technical capability to immediately update the registry. At the ASC, the procedure may take slightly longer, as the documents are forwarded to the SPA for processing.
If the system notifies that the registries are temporarily unavailable, please try submitting your request later.
Please note: the disability records in the registries must be valid. If the disability certificate has expired and the child has not been re-examined, the service will not be available. In such a case, data updates are not required — a request may be submitted once the new document has been issued.
Documents needed to update the data
If you visit an ASC or SCA, bring the following documents:
- Birth certificate or ID card of the child;
- Taxpayer identification number (RNOKPP) of the child;
- Pension certificate (if available);
- Medical certificate of disability (Form No. 080/o) — for minors;
- Medical and Social Expert Commission (MSEC) report (Form No. 157-1/o) — for adult children;
- Taxpayer identification number (RNOKPP) of one of the parents;
- Proof of registered place of residence.
If you use the Electronic Cabinet, scanned copies of these documents are enough — no originals needed.
