    Today, November 19, Prime Minister of Ukraine Oleksiy Honcharuk introduced to the staff of the agency the new chairperson of the State Agency for Motor Roads of Ukraine, who was appointed to the post through an open competition.

    “The society expects quality roads and eradication of corruption. This is an overriding task for the new chairperson. In order to achieve that, we need honest and professional leadership of Ukravtodor. I have no doubt about the honesty and professionalism of Olexandr Kubrakov”, the Head of Government said.

    A topmost priority for Olexandr Kubrakov is the complete refresh of the management of State Agency for Motor Roads of Ukraine offices in the regions, as well as the management of JSC Automobile Roads of Ukraine.

    Oleksiy Honcharuk called on dishonest public servants to write a letter of resignation: "Those involved in shadow schemes should immediately be resigned. This is my compelling stand. Moreover, we have zero tolerance for corruption. Therefore, I urge the new Chairman of Ukravtodor to create transparent procurement conditions in the agency".

    The Head of Government accentuated the construction of the bridge in Zaporizhia as one of the most important priorities. Hence, the new leadership of Ukravtodor has been tasked to prepare documentation and announce an international tender for the completion of the construction of Zaporizhia bridge.

    The Prime Minister stressed that unprecedented funding for infrastructure is laid in the state budget for 2020. In particular, a sum worth UAH 33.4 billion is projected for repair and maintenance of roads of national importance. Moreover, funding for road safety is increased twofold.

    The tasks of the new chairperson of Ukravtodor encapsulate preparation of road reconstruction plans for 2020, audit of the preparation for the winter, strengthening the work with international partners to leverage investment in the road construction sector.

    It should be noted that the Government's Action Program contains plans to repair 24,000 km of roads of national importance over the next five years, ambitious plans are for the rehabilitation of local roads as well.

    According to the Prime Minister, implementation of such a plan requires such an honest and professional chairman of Ukravtodor as Olexandr Kubrakov who has proven himself as a professional during the construction of Zaporizhia-Mariupol route.


    Olexandr Kubrakov has 15 years of experience in the field of economics and project management of transport infrastructure. Over the time of his work in Parliament, he has submitted 16 bills, of which 12 have already been approved and 4 are still being finalized. In particular, he is the author of the approved bill No. 1041 on the introduction of a medium-term state targeted program for construction, reconstruction, major and average repair of roads of national and local importance.

    Olexandr Kubrakov is also the author of bill No. 1061 adopted by Parliament, which introduces a road safety audit. The document will allow to achieve a high level of traffic safety, diminish the rate of road accidents and the severity of accidents.

    Among other legislative initiatives of the newly elected chairman of Ukravtodor

    - Bill No. 1064 on Amendments to the Budget Code on Sources of Funding for the Road Fund;

    - Bill No. 1182-1 on Inland Water Transport, which regulates legal relations in the industry;

    - Bill No. 2234 on determining responsibility for the formation of a pricing system for the construction of public roads.
