    Creating jobs for people with disabilities is a quick response from the Government to the acute problem. A person with disabilities must receive high-quality professional development training to increase his/her competitiveness which is to be implemented through the introduction of educational vouchers, joint training programs with the State Employment Service of Ukraine and employers.

    “To support people with disabilities, we are creating a platform to ease contact between employers and potential employees. The focus is on the access of people to jobs and socio-cultural objects,” said Prime Minister of Ukraine Oleksiy Honcharuk.

    The Government's program of activities envisages one of the priorities - the development of rehabilitation services for people with disabilities and their gradual expansion, along with ensuring the principle "money follows the patient", the transition to partial monetization of technical and other means, as well as raising the level of pension provision.

    “A person with disabilities must not be isolated from society and should receive a decent level of care and support. And those who want to work and whose health status allows, will have every opportunity for that,” added the Minister of Social Policy Yulia Sokolovska.

    Background

    The Government's Action Program clearly identifies critical elements in changing the concept and processes of conducting primary rehabilitation before the disability level is established. This is a reformatting of the order of identification of disability groups, the introduction of IT systems for estimation of loss of functionality and automatic obtaining of the status of the person with a disability.

    It should be noted that the Cabinet of Ministers' Action Program was approved in September 2019. The document identifies key areas of work of ministries. Now they have been extended with details - for each of these 78 goals a concept and indicators have been published to measure their achievement.

    The Government is making its work even more transparent - the document has been put up for discussion before its official approval. Anyone interested in each of the concepts can give feedback.
