Oleksii Chernyshov will head the Headquarters for preparation for the heating period of 2022/23
The Government has set up the headquarters to prepare for the 2022/23 heating season during martial law. It will be headed by the Minister of Development of Communities and Territories of Ukraine Oleksii Chernyshov. The relevant decision was made at a meeting of the Cabinet of Ministers of Ukraine on June 7.
"In the conditions of martial law, ensuring the preparation of heat supply facilities for the heating season is an extremely difficult and responsible task. In particular, due to damage and destruction of district heating facilities as a result of hostilities. It is clear that a large burden of preparation for the heating season falls on local authorities. Therefore, together we will make every effort to provide heat to the homes of our people," Oleksii Chernyshov stressed.
The main objectives of the Headquarters are as follows:
- ensuring timely and high-quality preparation of housing and communal services, and fuel and energy complex (FEC) for the autumn-winter period;
- prompt solution of problems, coordination of management of the system of restoration of the destroyed/damaged objects of housing and communal services, and fuel and energy complex during military operations;
- management of the reserve of equipment and materials for use in case of emergencies during the heating period;
- quality provision of consumers with housing and communal services;
- improving the system of settlements between the consumer and the service provider;
- assistance in concluding contracts for the supply of natural gas between heat supply companies and gas transmission companies.
According to the decision, the Headquarters Staff will include representatives of the Ministry for Communities and Territories Development, the Ministry of Social Policy, the Ministry of Energy, the Ministry of Infrastructure, the Ministry of Reintegration of the Temporary Occupied Territories, the Ministry of Internal Affairs, the Ministry of Economy, the Ministry of Finance, Naftogaz Ukrainy and the National Energy and Utilities Regulatory Commission (NEURC).
The Headquarters will also include the General Director of Naftogaz Trading, Chairman of the Board of Naftogaz of Ukraine, Executive Director of the Association of Ukrainian Cities and Chairman of the Intersectoral Association for the Development of Heat Supply Systems Ukrteplocomunenergo.
Earlier, Minister for Communities and Territories Development Oleksii Chernyshov noted that the Government is taking priority steps to restore vital services to the population and perform major construction and repair work in communities affected by the war.
