Most vulnerable categories of citizens to receive UAH 6,500 from the state under the Government’s Winter Support programme


The Cabinet of Ministers of Ukraine has approved a Resolution on support for certain categories of citizens to ensure a comfortable winter, developed by the Ministry of Social Policy, Family and Unity. The programme will launch at the beginning of December.

The Ministry has provided for a one-off payment of UAH 6,500 to the following categories:

  • children under guardianship or care;
  • children with disabilities, including those in foster families and children’s homes of family type;
  • persons with Group I disabilities among internally displaced persons;
  • children from low-income families under 18 years of age;
  • elderly people living alone who receive a care allowance.

The assistance can be spent on winter items – clothing and footwear – and medicines – drugs and vitamins. Funds must be spent within 180 days of crediting.

The one-off targeted payment will be credited automatically to the specified categories. The Pension Fund of Ukraine will independently determine eligibility and make the payment. Funds will be transferred to a current account with a special spending regime or to the virtual payment card Diia.Card.

The programme is expected to support more than 660,000 people throughout the winter period. UAH 4.3 billion has been allocated in the state budget for the payment.
