Ministry of Health: Ukraine shared its experience of developing a healthcare system amidst war at the World Health Summit 2025

On October 12-14, Berlin (Germany) hosted the World Health Summit 2025, an international forum on healthcare issues, which this year was held under the slogan “Taking Responsibility for Health in a Fragmenting World.”

The event brought together more than 4,000 participants from 144 countries. Among them were representatives of governments, international organizations, the scientific community, civil society, and businesses.

During the meeting, participants discussed the challenges facing most countries in the field of healthcare nowadays. They also talked about sharing experiences and joining forces to build a healthcare system that is resilient to external challenges and capable of functioning even in the most difficult crisis conditions. In this context, the Ukrainian experience was mentioned: Deputy Minister of Health of Ukraine Edem Adamanov shared Ukraine's expertise in building and developing a healthcare system in the context of a full-scale war. In particular, participants noted that despite the ongoing war, Ukraine has not only maintained the functioning of its healthcare system, but also continues to pursue reforms and invest in the development of medical care.

“We are not building temporary solutions, but an entire system capable of withstanding any crisis. Currently, Ukrainian hospitals are actively receiving modern diagnostic equipment, including magnetic resonance imaging and computed tomography systems. In addition, despite all the challenges, digital services remain accessible—they function even during prolonged power outages. The system of financing healthcare institutions through the National Health Service of Ukraine has not stopped for a single day since the start of the all-out invasion," said Deputy Minister of Health of Ukraine Edem Adamanov.

The ideas and approaches developed during the Summit will form the basis for the further development of sustainable healthcare systems capable of functioning effectively even in crisis conditions. In this regard, Ukraine already serves as a source of practical experience for other countries, demonstrating a successful example of healthcare development.

Background information

The World Health Summit has been held in Berlin in October since 2009. The forum is organized under the patronage of the German Chancellor, the French President, and the Director-General of the WHO, as well as in close cooperation with international organizations, governmental, and non-governmental partners.
