The development of the Affordable Loans at 5-7-9%, Affordable Financial Leasing 5-7-9% and Affordable Factoring State Programmes helps create jobs, promotes economic inclusion and supports businesses during the war.
The state continues to make all necessary compensation payments to businesses under concluded loan agreements within the Programme.
The Programme is implemented by the National Development Institution (NDI), which began operating on 1 January 2026. The Ministry of Finance is authorised to manage the state's corporate rights in the NDI's authorised capital and has approved its Charter. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
