Ministry of Finance: Entrepreneurs received 464 affordable loans worth UAH 1.1 billion under the Affordable Loans at 5-7-9% programme in one week
Over the past week, under the Affordable Loans at 5-7-9% state programme, micro, small, and medium-sized businesses received 464 subsidised loans totalling UAH 1.1 billion, including 390 loans worth UAH 0.8 billion from state-owned banks.
Since the start of 2025, entrepreneurs have received 18,024 loans under the 5-7-9% programme, amounting to UAH 53.9 billion, of which 12,445 loans worth UAH 26.2 billion were from state-owned banks.
During martial law in Ukraine, 87,660 loans worth UAH 330.3 billion have been issued (including 64,307 loans worth UAH 168 billion from state-owned banks). As of 25 August this year, these include:
- UAH 47.33 billion for investment purposes;
- UAH 76.81 billion for working capital financing;
- UAH 47.43 billion for agricultural producers;
- UAH 46.86 billion for agricultural product processing;
- UAH 2.95 billion for energy service financing;
- UAH 57.28 billion for anti-war purposes;
- UAH 40.01 billion for lending in high-risk war zones.
Since the programme’s launch, a total of 122,482 loan agreements worth UAH 420 billion have been signed, including 84,783 agreements worth UAH 194.6 billion from state-owned banks.
The programme is implemented by the Business Development Fund (BDF), wholly owned by the Ukrainian Government through the Ministry of Finance, which coordinates all key aspects of the Fund’s activities.
Under the Affordable Loans at 5-7-9% programme, the BDF has signed cooperation agreements with 46 banks. The state continues to make all necessary compensation payments to businesses for loan agreements under the programme.
Last autumn, the Government approved amendments proposed by the Ministry of Finance to improve the processes of providing financial state support to micro, small, and medium-sized enterprises, which is particularly crucial during the full-scale war. These changes primarily focus on enhancing the Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9%, and Affordable Factoring state programmes.
