  • Ministry of Finance: During martial law 19,154 soft loans amounting to UAH 79.34 billion were granted under the Affordable Loans at 5-7-9% State Program

    Since the launch of the Affordable Loans at 5-7-9% State Program, business entities have received 53,986 loans from authorized banks for a total amount of UAH 168.96 billion, of which 34,768 – from public sector banks for a total amount of UAH 68.02 billion (as of 30.01.2023).

    Over the past week, 349 soft loans totaling UAH 1,228.5 million were issued under the Program, including 254 loan agreements worth UAH 0.54 billion concluded by public sector banks.

    During the martial law in Ukraine, 19,154 loan agreements for a total amount of UAH 79.34 billion were concluded under the Affordable Loans 5-7-9% State Program (including 14,292 loan agreements for a total amount of UAH 41.37 billion concluded by public sector banks):

    • UAH 0.83 billion – for investment purposes;
    • UAH 6.54 billion – as anti-crisis loans;
    • UAH 4.36 billion – as refinancing of previously received loans;
    • UAH 25.83 billion – loans for agricultural producers;
    • UAH 41.77 billion – for anti-war purposes.

    The program is implemented by the Entrepreneurship Development Fund (EDF). The only participant of the EDF is the Government of Ukraine represented by the Ministry of Finance of Ukraine, which coordinates all aspects of the Fund’s activities.

    To date, under the Affordable Loans at 5-7-9% State Program the EDF has concluded cooperation agreements with 45 banks.
