  • Ministry of Finance: During the martial law 17,359 soft loans amounting to UAH 72.24 billion were granted under the Affordable Loans at 5-7-9% State Program

    Since the launch of the Affordable Loans at 5-7-9% State Program, business entities have received 52,181 loans from authorized banks for a total amount of UAH 161.86 billion, of which 33,565 – from public sector banks for a total amount of UAH 65.04 billion (as of 26.12.2022).

    Over the past week, 327 soft loans totaling UAH 1.05 billion were issued under the Program, including 180 loan agreements worth UAH 0.36 billion concluded by public sector banks.

    During the martial law in Ukraine, 17,359 loan agreements for a total amount of UAH 72.24 billion were concluded under the Affordable Loans at 5-7-9% State Program (including 13,089 loan agreements for a total amount of UAH 38.39 billion concluded by public sector banks):

    • UAH 0.8 billion – for investment purposes;
    • UAH 6.22 billion – as anti-crisis loans;
    • UAH 4.34 billion – as refinancing of previously received loans;
    • UAH 25.72 billion – loans for agricultural producers;
    • UAH 35.14 billion – for anti-war purposes.

    The program is implemented by the Entrepreneurship Development Fund (EDF). The only participant of the EDF is the Government of Ukraine represented by the Ministry of Finance of Ukraine, which coordinates all aspects of the Fund’s activities.

    To date, under the Affordable Loans at 5-7-9% State Program the EDF has concluded cooperation agreements with 45 banks.
