Ministry of Finance: In October, entrepreneurs received 560 loans worth over UAH 2 billion guaranteed by the state on a portfolio basis
As part of support for micro, small, and medium-sized businesses in Ukraine, 51,202 loans totaling UAH 165.5 billion have been issued since the introduction of state guarantees on a portfolio basis in December 2020.
In October, entrepreneurs received 560 loans worth over UAH 2 billion, with the state guaranteeing UAH 1.1 million of the principal debt.
As of November 1, 2025, 28 creditor banks are servicing 22,659 loans worth UAH 78.539 billion. The principal debt obligations partially secured by state guarantees on a portfolio basis amounted to UAH 35.8 billion. This is 69% of the total limit of guarantees provided (UAH 51.7 billion).
In terms of the number of loans serviced as of November 1 under state guarantees on a portfolio basis, the following banks are in the lead:
- PrivatBank – 14,830 loans totaling UAH 21.4 billion, which is 60% of the limit of such guarantees provided to the bank;
- Oschadbank – 3,313 loans totaling UAH 12.1 billion (60% of the bank's limit);
- Ukrgasbank – 1,018 loans worth UAH 10.4 billion (69% of its limit);
- FUIB – 727 loans worth UAH 8.6 billion (89% of its limit);
- Ukreximbank – 526 loans worth UAH 8.1 billion (82% of its limit).
The largest volume of such loans is serviced in Kyiv – 2,725 loans worth a total of UAH 10.6 billion, as well as in the following regions:
- Dnipropetrovsk region – 1,937 loans worth UAH 6.3 billion;
- Lviv region – 1,766 loans worth UAH 5.8 billion;
- Kharkiv region – 937 loans worth UAH 5.5 billion;
- Kyiv region – 1,497 loans worth approximately UAH 4.9 billion;
- Odesa region – 1,443 loans worth UAH 4.3 billion.
By type of economic activity, the largest number of loans partially secured by state guarantees on a portfolio basis are serviced in the following areas:
- agriculture – 4,396 loans totaling UAH 27.9 billion;
- manufacturing – 4,849 loans worth UAH 23.1 billion;
- wholesale and retail trade, vehicle repair – 9,423 loans worth UAH 19.7 billion;
- transport, warehousing, postal and courier services – 1,162 loans worth UAH 2.4 billion;
- construction – 777 loans worth UAH 1.9 billion.
