Ministry of Finance: In July, entrepreneurs received 567 loans worth UAH 2.2 billion guaranteed by the state on a portfolio basis
As part of supporting micro, small, and medium-sized businesses in Ukraine, since the introduction of state guarantees on a portfolio basis in December 2020, 49,254 loans have been issued for a total of UAH 160.2 billion.
During martial law, 44,104 such loans were issued for UAH 149.7 billion.
In July, entrepreneurs received 567 loans worth UAH 2.2 billion, with state-guaranteed principal obligations exceeding UAH 1.2 billion.
As of 1 August 2025, 28 creditor banks are servicing 23,318 loans worth UAH 80.5 billion. Principal obligations partially secured by state guarantees on a portfolio basis amount to approximately UAH 36.6 billion, representing 71% of the total guarantee limit (UAH 51.7 billion).
Leading banks by the number of loans serviced under state guarantees as of 1 August:
- PrivatBank: 15,475 loans worth UAH 23.6 billion (65% of its guarantee limit);
- Oschadbank: 3,380 loans worth UAH 12.1 billion (59% of its limit);
- Ukrgasbank: 1,014 loans worth UAH 10.5 billion (71% of its limit);
- PUMB: 722 loans worth UAH 8.4 billion (85% of its limit);
- Ukreximbank: 529 loans worth UAH 8.3 billion (85% of its limit).
The largest volume of such loans is serviced in Kyiv – 2,787 loans worth UAH 10.8 billion, followed by:
- Dnipropetrovsk region: 1,974 loans worth UAH 6.3 billion;
- Lviv region: 1,849 loans worth UAH 6.1 billion;
- Kharkiv region: 904 loans worth UAH 5.5 billion;
- Kyiv region: 1,563 loans worth UAH 5.1 billion;
- Odesa region: 1,491 loans worth UAH 4.5 billion.
By economic activity, the largest number of loans partially secured by state guarantees are in:
- Agriculture: 4,825 loans worth UAH 29 billion;
- Manufacturing: 4,665 loans worth UAH 22.7 billion;
- Wholesale and retail trade, vehicle repair: 9,791 loans worth UAH 20.7 billion;
- Transport, warehousing, postal, and courier services: 1,201 loans worth UAH 2.6 billion;
- Construction: 747 loans worth nearly UAH 1.9 billion.
