In 2025, Ministry of Finance ensured the transfer of UAH 195.4 billion from State Budget to the general fund of local budgets

In December 2025, in accordance with budget legislation, the Ministry of Finance ensured the transfer of interbudgetary transfers to the general fund of local budgets in the amount of UAH 22.4 billion, which is 100% of the funds provided for in the State Budget for December, in particular:

• a basic subsidy of UAH 2.1 billion (100%) was transferred;
• additional subsidies of UAH 3.2 billion (100%) were transferred.

As of 1 January 2026, the balance of funds in the accounts of local budgets and budgetary institutions under the general and special funds amounted to UAH 97.1 billion.

These resources will enable local authorities to continue to finance priority needs at the local level.

In total, in 2025, the Ministry of Finance ensured the transfer of inter-budgetary transfers to the general fund of local budgets in the amount of UAH 195.4 billion (97.3% of the budget).

In particular, the following amounts were transferred:

• basic subsidy – UAH 25.5 billion (100% of the plan);
• additional subsidies – UAH 24.1 billion (100% of the allocated amount).

The transfer of interbudgetary transfers strengthens the capacity of communities to finance key services (in particular, education and healthcare), social programmes, economic support, and the restoration of damaged infrastructure. This allows for the equalisation of the financial capabilities of regions that have suffered significant losses due to the russian federation's armed aggression and martial law restrictions.
