Ministry of Finance: Over UAH 400 billion allocated for social payments in 2025
Last year, UAH 406.4 billion was earmarked from the State Budget for social payments and pension obligations provided by the Ministry of Social Policy.
These funds were allocated as follows:
- financial support for the payment of pensions, allowances and increases to pensions under the Pension Fund's pension programmes – UAH 241.8 billion;
- social protection of citizens who find themselves in difficult life circumstances – UAH 83.8 billion, of which more than UAH 17.8 billion went to the ‘Winter Support 2025’ programme and UAH 66 billion went to support citizens, including almost 1.1 million internally displaced persons;
- provision of benefits and housing subsidies to citizens (2.8 million households) – UAH 35.9 billion;
- social protection of children and families, aimed at paying social assistance to almost 623,000 recipients – UAH 22.6 billion;
- support for more than 166,200 low-income families – UAH 14.9 billion;
- social protection for persons with disabilities – UAH 7.4 billion.
"In 2025, thanks to cooperation with international partners, stable financing of key social expenditures of the State Budget was ensured. Our citizens received social benefits and pensions on time and in the amounts allocated to them. There are no arrears in such payments. Ensuring social protection for citizens remains one of the priorities of state policy. This year, funding continues for pensions, benefits and housing subsidies, assistance to internally displaced persons, as well as measures for the social protection of persons with disabilities and support for citizens in difficult life circumstances, in accordance with the 2026 budget," said First Deputy Minister of Finance Roman Yermolichev.
