
Ministry of Finance: International support for the National Revenue Strategy of Ukraine
The team of the Ministry of Finance of Ukraine headed by Deputy Minister Svitlana Vorobey together with representatives of the State Tax Service and the State Customs Service took part in the coordination meeting of development partners on the implementation of the National Revenue Strategy 2030 (NRS) and the Public Finance Management System Reform Strategy (PFMS). The meeting was held within the framework of the technical mission of the International Monetary Fund's Tax and Budget Department, which is taking place from 12 to 19 April 2025 in Vienna (Austria).
The coordination meeting was attended by representatives of the Organisation for Economic Co-operation and Development (OECD), the European Commission's Directorate-General for Taxation and Customs Union (DG TAXUD), the EU Public Financial Management Programme in Ukraine (EU4PFM), Her Majesty's Inland Revenue, the EU Delegation to Ukraine and the World Bank.
The representatives of the Ministry of Finance of Ukraine thanked their international colleagues for their support of the reforms in the field of tax and customs policy and administration, presented a summary of the NDS progress report and outlined the next steps of the reforms.
In turn, development partners have outlined areas of reform in the tax and customs sectors for which they will provide financial, expert and methodological support, including
- implementation of steps to digitalise the public finance management system in accordance with the Digital Development Strategy of the Ministry of Finance;
- assessing tax policy instruments that lead to tax expenditures;
- preparing for the screening of the compliance of Ukrainian legislation with EU law under Title 16 "Taxation";
- improving transfer pricing rules;
- introduction of e-audit and tax risk management system in the State Tax Service;
- work of tax authorities with impersonal data, etc.
During the meeting, the development partners reaffirmed their unwavering support for Ukraine and assured of their intention to continue and develop cooperation in implementing the NDS and PFMS tasks for the sake of Ukraine's recovery and economic growth.
"Thanks to the support of our international partners, even in times of war, we are capable of introduction of large-scale reforms in the implementation of the National Revenue Strategy and the Public Finance Management System Reform Strategy, which shape the basis for the development of Ukraine's economy for many years to come," said Svitlana Vorobey.
International support enables Ukraine not only to survive in difficult conditions, but also to lay the foundations for economic growth and modernisation for decades to come, ensuring the efficiency and sustainability of public finances.
