Ministry of Energy is working to simplify the connection of electric plants to electric power networks. This indicator directly affects Ukraine's position in the ranking of Ease of Doing Business.
Acting Minister of Energy Olha Buslavets said during a meeting of the National Reform Council.
"The Ministry supports most of the initiatives to simplify the connection of customers' electric plants to electric networks. Some of these initiatives are already being implemented," said Olha Buslavets.
In particular, the Ministry of Energy has developed a bill to address the problems with the allocation of land plots, which sometimes lead to a complete blockade of the process of connecting new electric plants.
"In order to maximally simplify the procedure for allocating land plots for energy facilities, the Ministry has developed a relevant draft law, which is currently being approved by the relevant authorities. In the near future, the project will be submitted to the Cabinet of Ministers," Olha Buslavets explained.
Another initiative sees the implementation stage в- providing open access to the urban development cadastre and online maps of electricity networks. The Ministry has organized work on the transfer by distribution system operators to the State GeoCadastre of information on transmission lines, substations and other objects of distribution systems for their inclusion in the "Public cadastral map of Ukraine".
Olha Buslavets also told about possible obstacles to the successful implementation of reforms. In particular, a key problem that significantly complicates and increases the cost of connecting new electrical plants is the deterioration of the network infrastructure, which is now 50% - 80%.
"In order to restore the infrastructure and facilitate its development, as well as to reduce the connection fee, an effective methodology of stimulating tariff formation is needed," the acting Minister stressed.
