Ministry of Economy and Environment: Citibank joined the Human Capital Resilience Charter


JSC “Citibank” has become the newest signatory of the Human Capital Resilience Charter, initiated by the Ministry of Economy and Environment of Ukraine with the support of the European Bank for Reconstruction and Development and the Folke Bernadotte Academy.

By joining the Charter, the bank confirmed its readiness to implement principles of responsible employment, develop an inclusive work environment, invest in professional development of employees, and contribute to joint practical solutions for the labor market.

“Citibank’s accession is an important step for the development of the Charter community. The bank has significant international expertise in talent development, inclusion, training, and employee support. We expect this experience to strengthen the work of the Banking Committee and help develop practical solutions that employers in Ukraine can use,” said Daria Marchak, Deputy Minister of Economy and Environment.

Citibank will join the work of the Charter’s Banking Committee. Its members will collaborate on solutions in talent attraction and development, veteran integration, future skills development, use of artificial intelligence in HR, employee well-being, and leadership development.

The committee’s work is expected to result in practical recommendations and industry standards that banks and other employers can apply. Participants will also contribute to the implementation of Charter initiatives, including employment programs for older people, youth mentoring, career guidance for schoolchildren, veteran support, and the return of Ukrainian professionals from abroad.

In March 2026, JSC “Citibank” signed the Charter on Financial Inclusion and Veteran Reintegration, developed with the participation of the National Bank of Ukraine and the EBRD.

The development of the Charter aligns with the goals of Ukraine’s Employment Strategy until 2030, which defines human-centeredness, inclusion, partnership, lifelong skills development, and removal of employment barriers as key principles of state labor market policy.

Background

The Human Capital Resilience Charter was launched in 2025 at the Ukraine Recovery Conference in Rome. In June 2026, at the URC in Gdańsk, the Ministry and representatives of the banking sector began a new practical stage of the Charter’s development. This stage includes creating industry-specific solutions, sharing practices, and developing approaches to evaluating responsible employers.
