  • Ministry of Economy: European Commission supports Ukraine’s strategic reforms within the Ukraine Facility

    On 26 February, representatives of the Ministry of Economy and the Ministry of Finance met with a delegation of the European Commission. The participants of the meeting discussed the status of the implementation of the steps of the Ukraine Plan under the Ukraine Facility. The European partners noted the proper level of organisation of joint work of all stakeholders in 2024, the first year of the programme’s implementation.

    “The high appraisal by the European Commission confirms that we are moving in the right direction. At the same time, we understand that the effectiveness of the implementation of the Ukraine Plan directly depends on a transparent and reliable management, monitoring and control system. That is why we are constantly improving these processes, introducing new reporting and coordination mechanisms to ensure maximum efficiency of all parties involved. Our task is not just to implement the programme, but to create an effective management system that will serve as a basis for long-term reforms,” said First Deputy Minister of Economy Oleksii Sobolev.

    The European Commission reaffirmed its readiness to continue supporting Ukraine in implementing strategic reforms on its way to the EU and to provide the necessary macro-financial assistance.

    The Ukrainian and European parties discussed the organisation of the system of monitoring and control over the implementation of the Ukraine Plan. In particular, it concerns the methodology for avoiding double funding within the framework of the implementation of investment indicators. The same project cannot receive funds from different sources – the EU, international donors and the state budget – at the same time. This will help avoid inefficient use of resources.

    The parties also agreed on the principles of collecting information on recipients – participants in procurement under the Ukraine Plan who receive funds for goods and services from the state budget.

    Currently, the Ministry of Economy and other implementers of the Ukraine Plan are working on the implementation of 16 steps in the first quarter of 2025, covering the following areas:

    • public administration reform,
    • strengthening anti-corruption mechanisms,
    • economic development and investment attraction,
    • improving social policy,
    • accelerating digitalisation,
    • infrastructure and energy reforms,
    • reforms in the field of environmental and climate policy.

    The Ministry of Economy acts as the national coordinator of the Ukraine Plan within the Ukraine Facility. Its responsibilities include organising, monitoring and controlling the implementation of the commitments under the programme, as well as preparing and submitting quarterly reports to the European Commission.

    Background

    The Ukraine Facility is an unprecedented EUR 50 billion financial support from the EU to Ukraine aimed at macroeconomic stability, recovery and modernisation of the country in the period 2024-2027. In addition, the implementation of the Ukraine Plan is an important step towards European integration and full EU membership.
