In the first months of the year, 3,850 agricultural enterprises received UAH 23.9 billion in bank loans for development. Of these, 2,017 enterprises received UAH 8.4 billion in loans under the Government’s Affordable Loans at 5-7-9 programme.

Farmers in the following regions received the largest amount of loans under various programmes:

• Kyiv region – UAH 9.7 billion (354 enterprises);
• Ternopil region – UAH 1.4 billion (153);
• Kirovohrad region – UAH 1.3 billion (485);
• Dnipropetrovsk region – UAH 1.2 million (279);
• Odesa region – UAH 1.08 billion (269);
• Kharkiv region – UAH 1.07 billion (212);
• Vinnytsia region – UAH 1 billion (363).
• Lviv region – UAH 1 billion (231).

Under the Affordable Loans at 5-7-9 programme, the top recipients were enterprises in the following regions:

• Kyiv region – UAH 1 billion (186 enterprises);
• Kharkiv region – UAH 941.6 million (119);
• Kirovohrad region – UAH 848.3 million (266);
• Vinnytsia region – UAH 796.9 million (213);
• Odesa region – UAH 568.6 million (146);
• Volyn region – UAH 494.5 million (126).

Background

Concessional financing of agricultural producers under the Affordable Loans at 5-7-9 programme in 2024-2025 is made possible with the support of the World Bank under the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project. The programme facilitates access to bank lending for micro and small businesses. Farmers can receive a loan of up to UAH 90 million. Loans are provided at 5-9% per annum, depending on the loan category and type of business entity.
