The Cabinet of Ministers of Ukraine in the framework of the policy of large-scale development of road system continues implementation of ambitious infrastructure projects and changes approach to road construction - from the policy of laying kilometers to building high standards roads that connect settlements in Ukraine. This was stated by Prime Minister of Ukraine Volodymyr Groysman during the Government session.

"The number of repaired roads will grow more and more. We need to use system approach to the construction of roads. Our task is not kilometers, but to build roads that connect not only large cities but also small ones", the Head of Government underscored.

He stressed since 2016, the Government has drastically changed the situation in the road system, unlocked most of the processes and made them transparent. At present, issues of quality of roads and system check are burning issues.

"We are putting in practice a road quality control because some newly built roads are already damaged. Those who poorly carried out repair work will fix the flaws at their own expense. We have introduced 5-10 year guarantee of road quality. The contracts already encapsulate warranty conditions that must be performed by contractors", the Prime Minister added

During the Government sitting Head of Ukravtodor State Agency of Motor Roads of Ukraine Slavomir Novak presented economic program for the development of Ukrainian roads for 2018-2020 and for further periods. The results of the implementation of the program are repair and construction of 6692 kilometers of roads.

    Background

In January of 2018, the Head of Government proposed to analyze the legal framework for road construction in order to verify the quality of construction and efficient use of funds and to establish  a Coordinating Council on road safety issues. The said Council was created in February this year.

On March 15, the Government approved a decision to form mobile groups that would control the situation on roads and find building flaws. The Prime Minister emphasized that contractors, who have poorly fulfilled their work,  must fix all mistakes at their expense.

It should be noted that in 2017 a network of over 2 thousand kilometers of roads was reconstructed and built in Ukraine, which is threefold higher against the last year. Repair works were conducted on all highways throughout the territory of Ukraine.
