  • Hennadii Zubko: Citizens should get to the nearest administrative service centers in less than 30 minutes

    Administrative service is primarily the face of authorities. Retrofitting of the sphere of administrative services was launched in 2014. This is one of the first powers transferred to local authorities.  775 Centers for Administrative Services Provision (CASPs) were established throughout Ukraine , of which 123 – in consolidated communities. This was stated by Vice Prime Minister/ Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko at the joint presentation with the representatives of the European Union on the creation of CASPs in consolidated communities (CCs).

    "Our goal is to make the administrative service a modern service, convenient, fast, transparent ,so that people can get to such centers in 30 minutes. We set an ambitious goal - by the end of 2020, we will create another 190 CASPs  across the country. And in this work, the best practices from European partners from the program "U-LEAD with Europe" are  incredibly important ", Hennadii Zubko stressed.

    The Vice Prime Minister said that today's presentation of the manual is a professional assistance to the regions on how to create and develop modern CASPs in CCs. "This is a road map for local authorities. There is everything from location selection to workflow algorithm, service list and recruitment. The main goals are availability, speed of service, high quality of service. It encompassed  European standards, modern state building norms and best practices. The centers will have comfortable  conditions for the employees , barrier-free space, a multifunctional environment and, of course, will be energy-efficient", Hennadii Zubko stressed.

    Hennadii Zubko expressed gratitude to European partners - Swedish International Development Cooperation Agency (Sida), U-LEAD with Europe program, which were engaged in the development of the strategy of the network of CASPs. "This applies to all three areas of work: the creation of small, medium and large Centers for the provision of administrative services. The mobile phone center, which has already started working in the regions of Ukraine, has made the maximum approximate service. At the moment, we are working with Estonian partners on the development of Trembita system, which will allow the exchange of data between the centra; executive bodies, local governments and CASPs. The algorithm of its work is the following - a person requests a system, then CASP  should provide all necessary information from the registers. This is our goal by 2020. Thank you for cooperation, and I hope for successful continuation ", the Vice Prime Minister stressed.

    It should be noted that manual "How to establish Centers for Administrative Services Provision in consolidated communities – U-LEAD experience in institutional creation of CASPs " is the first comprehensive and practical guidebook developed by leading domestic experts based on the two-year experience of the Program. The manual encapsulates comprehensive guidance on each step of the establishment of CASPs.

    Frederik Coene, Head of the Operations Section in Charge of Decentralization at the European Union Delegation to Ukraine and Kameran Khudur, First Secretary at the Embassy of Sweden in Ukraine, Sida Programme Director of U-LEAD with Europe took part in the presentation.
