  • Comment of the MFA of Ukraine on the Joint Statement following the results of the first European Union – Gulf Cooperation Council Summit

    The Ministry of Foreign Affairs of Ukraine welcomes the support for the sovereignty, independence, unity and territorial integrity of Ukraine within its internationally recognized borders, extending to its territorial waters, expressed in the Joint Statement following the results of the first European Union – Gulf Cooperation Council Summit.

    The participants of the Summit recalled the UN General Assembly Resolution ES-11/1 «Aggression against Ukraine» dated 2 March 2022, which deplores the aggression by the Russian Federation against Ukraine in violation of Article 2 (4) of the UN Charter and demands that the Russian Federation immediately, completely and unconditionally withdraw all its military forces from the territory of Ukraine within its internationally recognized borders.

    The European Union and the Gulf Cooperation Council underscore in the Joint Statement the need to reach, as soon as possible, a comprehensive, just and lasting peace in Ukraine in line with the principles of the Charter of the United Nations, particularly note the national security advisors meetings, held in Copenhagen and Jeddah, the efforts of the EU and Switzerland on the way to achieving such a peace.

    The participants of the Summit condemned Russian attacks against civilians and civilian and critical infrastructure, especially in the energy sector that inter alia increases risks for nuclear safety. The Statement calls for humanitarian assistance and support for the energy infrastructure of Ukraine, including the provision of the equipment, power generators and power transformers, as well as for the continued support of International Atomic Energy Agency activities to ensure the safety of nuclear power plants.

    The Joint Statement welcomes mediation efforts by the GCC countries on humanitarian issues, such as exchange of prisoners of war and reunification of families. The document emphasizes the importance of supporting all efforts to facilitate the export of grains and all food and humanitarian supplies to contribute to achieving food security for the affected countries, as well as deplores that the war is causing immense human suffering and exacerbating existing fragilities in the global economy.

    The participants of the Summit stressed that in line with the UN Charter, all states must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state. They committed to build support for pathways towards a framework for a comprehensive, just and lasting peace, based on international law, including the United Nations Charter.

    In this context, the Ministry of Foreign Affairs highly appreciates the attention of the first European Union – Gulf Cooperation Council Summit to Ukraine and the contribution of each of its participants to international efforts to stop Russian aggression against Ukraine.

    We are grateful to the Member States of the European Union and the Gulf Cooperation Council for the political, financial, humanitarian and other assistance provided to our country. We highly appreciate their participation in the work on the implementation of the Peace Formula as a single effective and realistic plan for the restoration of territorial integrity and comprehensive, just and lasting peace. We are convinced that with joint efforts we will be able to restore such peace for Ukraine, and international peace and security for the world. We count on continued cooperation to achieve this goal.
