Eco-modernization of enterprises: Government endorses a program to introduce the Best Available Techniques by 2030


The Cabinet of Ministers of Ukraine has approved a State Target Program to support enterprises that introduce the Best Available Techniques and Management Methods (BAT) for the period up to 2030, developed by the Ministry of Economy, Environment, and Agriculture of Ukraine.

This is another step towards the implementation of industrial pollution prevention and control reforms in Ukraine, as well as the eco-modernization of enterprises and reconstruction in line with European standards.

The aim of the Program is to reduce the negative impact of industry on the environment by modernizing production, improving energy efficiency, and introducing modern environmental standards. The document provides for a set of economic and regulatory measures aimed at encouraging enterprises to upgrade their technological processes and transition to BAT.

The program is designed for five years and has a transition period, taking into account the peculiarities of the economy under martial law. Its implementation will ensure:

  • increase in the number of enterprises that have implemented BAT;
  • reduction in air and water pollution, as well as reduction in waste generation, to be monitored through reports from plant operators on compliance with the conditions of the integrated environmental permit (IEP);
  • reduced energy intensity of production processes, lower energy consumption, and increased enterprise productivity.

“The introduction of the best available technologies is not only an environmental requirement, but also an investment in the competitiveness of Ukrainian industry. The program creates practical tools for modernizing enterprises and brings us closer to European environmental policy standards,” said Deputy Minister of Economy, Environment, and Agriculture Ihor Zubovych.

The Ministry, in cooperation with the international technical assistance project “Best Available Techniques and Management Methods (BAT/MAM) for Ukraine,” implemented with the support of GIZ, continues to work on reforming industrial pollution prevention and creating conditions for the accessibility of cutting-edge environmental technologies for Ukrainian enterprises.
