Two years of the Made in Ukraine policy: Ukrainian manufacturers remain the basis of economic stability

Two years ago, President Volodymyr Zelensky announced the launch of the Made in Ukraine policy to support Ukrainian manufacturers. Its goal remains unchanged: to strengthen domestic industry so that the country has the economic capacity to resist russia. 

During this time, 90,000 entrepreneurs have taken advantage of support programs. Prime Minister of Ukraine Yulia Svyrydenko told.

“Every year, the Government allocates approximately UAH 35 billion to the Made in Ukraine. These funds are returned to the economy through taxes, jobs, and added value created within the country. Thus, the contribution of policy to GDP growth increased from 0.64 percentage points in 2024 to 0.95 in 2025," said the Head of Government.

The policy focuses on the processing industry: from agricultural processing to high-tech manufacturing. Because added value must be created in Ukraine — this is what shapes the economic security of the state. Today, Made in Ukraine brings together 15 programs: 5-7-9% loans, localization in public procurement, grants for own business and equipment, compensation for the cost of Ukrainian equipment, development of industrial parks, export credit agency instruments, and others. 

"On the second anniversary, we announce the start of accepting applications for compensation programs of 25% for Ukrainian agricultural machinery and 15% for wheeled vehicles, lifts, energy equipment, and means of production. We will also soon resume accepting applications for grants for processing enterprises and grants for restoration,“ said Yulia Svyrydenko. ”I urge Ukrainian manufacturers to apply. Thanks to these programs, entrepreneurs have already purchased thousands of items of Ukrainian equipment."

The day before, at a meeting, the Government expanded access to these grants, clarified the definition of related parties, and resolved the issue of rejections due to matching personal data for applicants.

In two years of policy implementation:

- businesses attracted UAH 198 billion in affordable loans; 

- 37 factories have been built or are under construction in industrial parks;

- 20,000 Ukrainians have become entrepreneurs thanks to microgrants;

- non-raw material exports worth UAH 22.9 billion have been supported.

“I want to thank Ukrainian manufacturers for their resilience,” the Prime Minister concluded.
