Since the beginning of 2024, businesses have received 20,831 concessional loans under the Affordable Loans at 5-7-9% programme totalling UAH 78.1 billion, and 99,800 loans worth UAH 345 billion since the start of the programme (February 2020). Last week, Ukrainian entrepreneurs received 506 loans worth UAH 2.2 billion under this programme.
“The Affordable Loans at 5-7-9% programme helps Ukrainian businesses develop the real sector of the economy. The Government has changed the terms of the programme to focus more on financing the processing industry and investment purposes. The vast majority of the new soft loans are used by entrepreneurs to develop their own production, manufacture high value-added products and create new jobs. The programme also supports businesses operating in the high military risk zone. This is especially important as it helps businesses continue to operate, save jobs and pay taxes to the budget,” said Deputy Minister of Economy Andrii Teliupa.

The most commonly lent businesses are those operating in agriculture, manufacturing, wholesale and retail trade.
Among the regions, the leaders in terms of loan agreements are Lviv, Dnipropetrovsk, Odesa, Kyiv, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.
As of today, 46 banks participate in the programme, with Privatbank (46,400), Oschadbank (15,400) and Ukrgasbank (5,500) issuing the largest number of loans since the programme’s launch.
