Affordable Loans at 5-7-9%: weekly statistics


Over the past week, entrepreneurs took out 399 new loans totaling nearly UAH 2 billion.

Since the beginning of 2026, businesses have taken out 2,900 loans totaling UAH 13.5 billion under the programme.

Overall, since the beginning of 2026, the largest amount of credit funds has been issued in the following areas:

  • lending in areas of high military risk — UAH 5 billion;
  • development of the processing industry — UAH 4.4 billion;
  • investment projects — UAH 2 billion.

The most significant growth in the amount of loans issued this week was recorded in lending to the processing industry (+UAH 800 million).

Since the programme began (February 2020), entrepreneurs have received 137,400 loans totaling UAH 473.4 billion. Of these, 102,600 loans totaling UAH 383.8 billion were issued during the period of martial law.

Four regions belonging to high military risk zones are among the top ten leaders in terms of the number of loans taken out: Dnipropetrovsk, Odesa, Kyiv, and Kharkiv regions.

The largest volumes of lending were attracted by enterprises in the agricultural sector, wholesale and retail trade, and the processing industry.

Background information

The Affordable Loans at 5-7-9% programme is part of the Made in Ukraine policy for the development of Ukrainian manufacturers and aims to stimulate micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensation or state guarantees. For businesses operating in areas of high military risk, the programme provides a reduced rate on investment loans — 1% per annum for the first 5 years and 5% thereafter.

From 2024, the programme focuses on supporting lending for investment projects that create jobs, promote business modernization, and restore the economy. Entrepreneurs can attract up to UAH 150 million for the development of production, energy conservation, infrastructure, or the reconstruction of war-damaged facilities.

Forty-eight authorised banks are participating in the programme.
