Affordable Loans at 5-7-9%: Entrepreneurs have received over UAH 52 billion under the state program since the year's start


Since the beginning of 2025, businesses have attracted 17,200 preferential loans totaling over UAH 52 billion. Of these, 556 loans totaling over UAH 1 billion were issued last week.

Most often, loans are granted to enterprises operating in the processing industry, agriculture, and wholesale and retail trade. A significant part of them operate in areas of high military risk.

Since the beginning of 2025, businesses have received the most loans under the program in the following areas:

  • UAH 14.6 billion — for processing;
  • UAH 13.6 billion — as investment loans;
  • UAH 12.1 billion — for lending in areas of high military risk.

In total, since the program's launch in February 2020, businesses have attracted 121,600 loans worth over UAH 418 billion, of which 86,800 loans worth UAH 328.5 billion have been issued since the start of martial law.

The largest volumes of lending under the program since its launch have been in Kyiv, Lviv, Dnipropetrovsk, Kyiv, and Kharkiv regions. Forty-six authorized banks are participating in the program.

Background information

The Affordable Loans at 5-7-9% program is part of the Made in Ukraine policy aimed at the development of Ukrainian manufacturers with the focus on stimulating micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensation or state guarantees.

The program is implemented through the Entrepreneurship Development Fund and authorized banks.
