Since the beginning of 2025, businesses have received 4,817 soft loans under the Affordable Loans at 5-7-9% programme totalling UAH 21.9 billion. Since the launch of the programme in February 2020, businesses have taken 108,500 loans worth UAH 381.9 billion. Last week, Ukrainian entrepreneurs received 1,090 soft loans worth UAH 10.2 billion.

“In spring, preferential lending to entrepreneurs through the mechanisms of the Government’s Affordable Loans at 5-7-9% programme will be revived as agricultural producers prepare for the sowing season. The loans are also used to support the real sector of the economy – for investment purposes, development of processing production and support of enterprises operating in the area of increased military risks,” said Andrii Teliupa, Deputy Minister of Economy.

Since the beginning of the year, businesses have received:

• UAH 5.0 billion in investment loans;
• UAH 4.8 billion to replenish working capital;
• UAH 4.3 billion for lending in the high-risk military zone;
• UAH 4.0 billion for processing;
• UAH 2.6 billion to support the sowing season.

The most commonly lent businesses are those operating in the processing industry, agriculture, wholesale and retail trade.

Among the regions, the leaders in terms of loan agreements are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.

As of today, 46 banks participate in the programme, with Privatbank (50,500), Oschadbank (16,600) and Ukrgasbank (5,900) disbursing the largest number of loans since the programme’s launch.
