Housing assistance for IDPs: Ministry of Social Policy, Family and Unity resumes payments for children and expands support for people unable to work

The Ministry of Social Policy, Family, and Unity of Ukraine has drafted amendments to the resolution governing the procedure for providing housing assistance to internally displaced persons. These changes expand the categories of recipients so that, regardless of family income, IDP children receive living assistance and new opportunities are created for people unable to work. The Cabinet of Ministers of Ukraine has endorsed this initiative.

Importantly, these changes will help support children and families with children who have lost everything due to the war and will address issues of social justice.

Payments for IDP children, regardless of their parents’ income, will be made starting February 1, 2026, provided that an application is submitted by May 1, 2026.

Another important change will affect disabled IDPs. Due to the increase in the subsistence minimum, internally displaced persons whose housing payments were suspended because they exceeded the income threshold can now submit documents to have their payments reviewed. Payments will be calculated starting January 1, 2026, provided that an application is submitted by May 1, 2026.

If documents for recalculation are submitted after May 1, 2026, payments will be calculated starting from the month the application for assistance is submitted.

The duration of assistance has also been extended. The maximum number of six-month payment periods has been extended from four to five. This will allow the most vulnerable categories of displaced persons to obtain state support half a year longer.
