On 2 November 2020, Minister for Foreign Affairs of Ukraine Dmytro Kuleba held a phone conversation with Minister for Europe and Foreign Affairs of France Jean-Yves Le Drian.
Dmytro Kuleba expressed his condolences on the recent attacks in France in which innocent people were killed.
Two ministers discussed the results of diplomatic efforts made within the Normandy format for the peaceful settlement of the Russian-Ukrainian war in Donbas. The French Minister gave positive feedback on Ukraine’s aspirations to create the conditions for progress and stressed the continuity of Paris' position on supporting Ukraine's sovereignty and territorial integrity within its internationally recognized borders
Dmytro Kuleba notified his French colleague about the establishment of the Crimean Platform that will be used as a new format initiative for consolidating international efforts to de-occupy Crimea and protect human rights under the temporary Russian occupation. "The international community has to take a comprehensive look at the problem of the illegal occupation of Crimea and its consequences", said Kuleba.
Dmytro Kuleba invited France to take an active participation in the work of the Crimean Platform. Jean-Yves Le Drian expressed gratitude for the invitation and gave assurances that France's position on non-recognition of the attempt to annex Crimea would continue, as well as the corresponding restrictive measures policy against Russia. In this regard, the French side will consider information on the launch of the Crimean Platform.
The Ministers mentioned the positive results of the bilateral cooperation in different areas, including increased trade and investment. They confirmed their readiness to hold a meeting of the Ukrainian-French Intergovernmental Commission on Economic Cooperation by the end of 2020, which will create conditions for increasing French investment in Ukraine's economy.
The prospects for the Ukrainian-French future cooperation in Africa in the fields of security, trade and investment, in particular, were also discussed.
A separate topic of the conversation was Ukraine's European integration. Jean-Yves Le Drian positively referred on the successful Ukraine-EU Summit and reaffirmed Paris' commitment to further support Ukraine-EU relations on the basis of the summit's agreements. Dmytro Kuleba stressed the importance of further integration of both French and Ukrainian economies, as it was stated in the Association Agreement. "I am deeply convinced that in today's world, especially in a pandemic, Ukraine and the EU are natural partners for building a strong European economy", said the Ukrainian Minister.
The ministers paid special attention to the issue of systemic reforms in Ukraine based on the Association Agreement between Ukraine and the EU. Dmytro Kuleba informed his French colleague about the devastating consequences of the infamous decision of the Constitutional Court of Ukraine for anti-corruption reforms in our country and gave assurances that the President and Government of Ukraine are determined to protect the effective operation of anti-corruption infrastructure and other reforms.
In turn, Jean-Yves Le Drian noted that France supports the determination with which the President of Ukraine Volodymyr Zelenskyy addressed this situation.
Jean-Yves Le Drian accepted Dmytro Kuleba's invitation to pay a visit to Ukraine to discuss the full range of bilateral issues.
